The rekeying technique in TLS 1.3 (see Section 7.2) follows theconstruction of the serial generator as discussed in [REKEY], whichshows that rekeying can allow keys to be used for a larger number ofencryptions than without rekeying. This relies on the security ofthe HKDF-Expand-Label function as a pseudorandom function (PRF). Inaddition, as long as this function is truly one way, it is notpossible to compute traffic keys from prior to a key change (forwardsecrecy).
